Add (Interim) API Program Governance Team to the RACI

The (Interim) API Program Governance Team is not included in the RACI document. This team (both interim and long term incarnations) has been chartered and plays a specific set of roles in the project. These should be clearly documented.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
