Add option to remove padding between content rows
Description
By default, the theme inserts a space of 4rem (lines) between content rows in the content layout. The UW theme overall favors whitespace and a clean design, but under certain layouts this large vertical spacing can appear to be too much. In CALS, the theme has an option remove or reduce the top, bottom, or both gaps between content rows. With the upcoming removal of style tags, we will no longer have the option of altering the CSS of a page to adjust the spacing. Having spacing options built into the content row settings would be a good alternative.
Examples
In my use case I used a full-width layout to place a section heading above a repeated set of two-column layout with images on the left and text descriptions on the right. I used a style tag to override the default row padding, reducing it from 4rem to 1rem. This layout looks good on mobile, as compared to an alternative layout like a two-column table.
