In-page link/jump link option for Group of Links Menu

Description

The Group of Links menu currently allows you to:

• Link to an internal page (via a page search)
• Link to an external URL

Some users would like to utilize the Group of Links menu (specifically, the button cloud option) to create jump links for the page. The limiting factor currently is that you can't easily add these via the two options above. The only way to do it would be to put the full URL of the page, followed by the row ID for the jump link (Example: https://website.wisc.edu/#jump-link). This is not ideal because it reloads the page upon click.

You can build a bunch of buttons on the page just using the standard button feature, but having them side-by-side can create some mobile display issues.

Ideally, there'd be a new option added to the Group of Links menu under the "Kind of Link" heading for "in-page link."
