Grant /tes learn more link to all Madison users

Expands the audience for the tes-learn-more-link to all Madison users.
(Determines whether the user is a Madison user by looking at the suffix of their eppn header.)
It's not clear to me that the Manifest groups are adding anything to the audience computation at this point. If all members of those Manifest groups are Madison users, then they're a strict subset of the audience that just using the eppn header computation would get. But also, harmless.
