docs: correct documentation for buildscript block, add local confirmProjectVersionIncrementedTask

Small fix to correct the example provided in the README.

Also includes a way to invoke the confirmProjectVersionIncrementedTask, sharing the logic with the task in the release.

Heh - I copied the Jenkins build configuration from outages-integration, including the step to run confirmProjectVersionIncremented in the build step. Should we make this project self-referential? It'll always be a version of the plugin behind.

Haha that might be a little annoying. Every time we have a bug fix that affects this project, we would have to deploy this twice right?

Though it probably wouldn't be updated too often anyways.

If we leave it off, we'll have to publish releases by hand, that kind of stinks and can be error prone.

Maybe it's worth keeping the bare task in build.gradle, along with comments to keep it in sync with the actual code in src/main/groovy.

Hmm I'm not entirely happy about that approach, but I'd rather keep code in sync than release twice. I don't suppose there's a way to call the code in src/main/groovy from build.gradle?
