Remove Husky Card, add Wiscard

Andy Summers requested to merge andrew-summers/scout-manager:wiscard into master

This PR removes references to Husky Card and replaces them with Wiscard. It also removes the Dining Card option, because that is synonymous with Wiscard in this case.
