Added UW System org considerations and contact info
Added a document that helps people determine if they should use the Madison IICS org(s) or the System orgs, and added contact information for the System orgs.
On December 29, GitLab will be migrating to the next generation Container Registry, which implements automatic garbage collection. See KB news article for edge cases in which you could need to rebuild a container after the migration.
