Get access to store

Jared Kosanovic requested to merge get-access-to-store into master

This document will be linked from the API Store if someone logs in but doesn't have access. This will help prevent a "dead end" for someone who wants to use the API Store but doesn't know where to go to get access.

I was going to wait to create this document, but apparently this is holding up a production deployment for API Cloud for WSO2, so I didn't want to block any longer.
