WIP: Tasks not started Icon/Message
- Apply style to tasks that can not be yet completed. Design approved by Megan.
- I created a new task.service file and services folder. I know that there's already a Service folder that contains http-client.service. I didn't want to make this change as a part of this MR, but they should be combined.
