Add a vertical list of navigation links to a page

Description
I'm interested to use a vertical list of navigation links on a page. For example, Indiana University uses their design system's Sidenav component to accomplish this functionality. See the feature in action below or by visiting their Impacts page.
Although the navigation appears to be tabs that hide/show content, the page actually refreshes and the user visits a new URL. However, it appears to the user like they have not left the page. This is helpful for folks who are using a screen reader, so that they are aware content on the page has changed when they click a menu item.
