Update distributionManagement URL's

When working on caos-endpoint, I was missing this tomcat-file-property-source.jar dependency. @todd-hill told me this repo's pom was pointing to an old artifact repository for DoIT. I updated the URLs and related info based on what I saw other (more active) repositories use.
