Updated RACI and changed to simple link

Resolves #21 (closed) As per our discussions at the recent API Program Team meeting, we will no longer use a separate image for the RACI matrix and will instead simply link to the Google Sheet. The matrix has also been updated to reflect our current consensus on the roles.
