Sub-Org and Secure Agent procurement process

This document outlines the cost and process for Greg to set up sub-org and secure agent billing. Please review and amend as needed. Notably absent is the nuance of secure agents for sub-orgs, which may require some additional detail.

@ckcalderon thanks for submitting this documentation. It would be helpful if you could make the changes I suggested. We'd be happy to do it as well, but I would like to make sure to prioritize the work into a future sprint instead of doing it on the margins.
