INPLATFORM-698: Add ojdbc driver

This MR is to add the Oracle jdbc driver. I tried to use wget to download from Oracle website, but cannot bypass the login/accept license agreement on Oracle. I also notice it's an old Oracle database version of 12c, which stopped support last nov, maybe the driver will not update so often. Therefore, I just go back to the simplest way to upload the file to git and maintain there.
