Update file efs.tf
When we figured out how to get terraform/aws/git to work together on the local machine, we pushed the efs.tf and it didn't work. this update reflects the working script for the efs backup policy.
On December 29, GitLab will be migrating to the next generation Container Registry, which implements automatic garbage collection. See KB news article for edge cases in which you could need to rebuild a container after the migration.
