This fixes a bug during archive import from the stand-alone interface
(i.e. not the course creator.)  It was a regression changed by fixing
the 'advanced' option.

This is partly to fix a paging issue, and also partly to simplify the
interface.  Only admins see the advanced elements anyways so
we might as well show them.

Do not use symlinks when importing a 1.9 archive.
