Turn off varlogaudit email usage alerts

Plesk python script modified to always return the OS as RedHat and the version as specified in the global variable at the top.  This gets around the standard Plesk script's confusion between RedHat and Oracle Linux, which lead to errors and lost functionality.

Reverting earlier commit 6dec6724.  As long as we continue to carry forward the inherited shibboleth2.xml files, it appears we need to use the shibboleth2 namespace
